The first tier is the 'Client Site Office'. This office is physically
present at the client site at all times during the project unless
the client prefers otherwise.
The second tier is called the function. The function
of project office is to manage and deliver the project.
The third tier is the 'Development Office', where
the details gathered by the Client Site Office and described by
the Project Office are utilized to construct the project.
